Mexican cartels are partially build up from corrupted official in different Mexican government agencies. Police, military police, Army and even Navy has their own cartels there. Killing cartel members means killing Mexican government servants, that's why Mexican political elites oppose US involvement vehemently.
On the other hand millions of flight hours of drones and aircraft over Afghanistan, thousands airstrikes on Taliban didn't change anything.
