It sounds like this is an antiquated system and has been targeted by thieves. Some other form of communication needs to be used. It does need to be user friendly to old people.

Well if you've noticed you litteraly can't get a human on the phone anymore from a government number so why is government agencies still paying for a service that no one can use that helps no one?
