Tyrants rule through fear, suppression, and control over every aspect of people’s lives, crushing dissent and eliminating opposition. They do not tolerate free speech, independent press, or fair elections. Good thing President Trump is not a tyrant—his administration supported free-market policies, did not criminalize dissent, and was opposed relentlessly by media and political opposition without any crackdowns. The fact that people can openly call him a tyrant without consequences proves that he isn’t one.

Feed off of fears and miseries.

Also will make their grievances, your grievances so they can truly exploit. Once they solve a problem that was manufactured by them, their approval skyrockets moving a new wave of “patriotism” which is actually ‘nationalism’.

They prefer happy ones because a happy populace likes them and won't rebel. Issue is, most can't elicit love or maintain it, so they go to fear which is infinitely easier to elicit but also raises risks of uprisings. One needs a balance most can't get.

I'd say both cases happen initially. The problem is that if you rule by sheer force people won't be honest about the issues and they won't speak out if your ideas such. So everything goes to shit. And then your only option is fear.

Tyrants want docile populations. They don't like the rabblehaving education or wealth. Better to give them someone else to hate and superstitions.
