Is this a thing where Central Americans don’t adhere to a time schedule?

this is the second time this has happened. I don’t know where these guys are from if it’s Mexico or another country, but they were supposed to come here between 9 AM and noon to fix some floorboards and they get here before 8 And start ringing the doorbell and knocking. That’s not the time range you agreed on. I am not obligated to be ready by then. And that’s not cool.
