That's up to the Czechs. During the "Velvet Divorce" in 1993, Czechoslovakia broke-up to become the Czech Republic (now "Czechia") and Slovakia. Thus, the ethnic Slovaks got their own nation while the Bavarians and Moravians decided to remain together as Czechia. I'd think that if the Bavarians and Moravians wanted to split apart, they would have done so as part of the Velvet Divorce. I think the reason they didn't was that, in 1969, Czechoslovakia created two internal "socialist republics" like the USSR: the Slovakian Socialist Republic and the Czech Socialist Republic. So, when the Velvet Divorce happens, it was only natural for the Slovakian and Czech Socialist Republics become their own nations. Had Czechoslovakia created in 1969 a Bavarian Socialist Republic and a Moravian Socialist Republic instead of a Czech Socialist Republic, then we likely would have had 3 nations: Bavaria, Moravia, and Slovakia instead of Czechia and Slovakia.

Bavaria or Bundesland Bayern is a free state and can leave German Bund of states if they want. If this were a smart move, this is another question. In current multipolar geopolitical world without obvious primacy have "independent" micro states bad cards to play with. The idea or free state of Bavaria comes from 18th century as Prussia (that doesn't exits today) could conquer US or China in this time with its highly trained Junkers in less than 3 months if there no were ocean or Eurasian steppes between. Bavaria was Prussia's ally. However world today looks different and all types of nationalists love to play with glory of the past that has no any real value now.

Bavaria is one of the four or five states that actually generate a budget surplus, so they could. The idea is still idiotic, though. Germany is a much stronger federally operating country than the USA, for example.
