Advice on how to deal with my mailman before I lose my cool on him?

Kind of a vent but also seeking advice. I noticed I have not been getting some of my mail.

I look in my mailbox for my apartment and see a "vacant" notice. I've been in this apartment 5 months. When I moved in, I went to my post office and filled out the paperwork.

I fill a second one out two months ago. Issue does not get solved. I find out he keeps putting the "vacant" form in my mailbox. I asked him how to fix this and he tells me to fill out another form. I do. This is now THREE times filling out this change of address form.

Last week, he does it AGAIN! He also leaves a rude note in my mailbox. I put in a complaint on him and another complaint about the whole "vacant" issue. 5 days ago I catch him ripping up the green form in the mailbox instead of delivering it.

Formal complaints seem to go nowhere with this guy and he still has an attitude. I'm very close to taking physical action against him. Problem is he is a federal employee. I'm getting tired of him feeling like he is untouchable.

Apparently someone else was more pissed than me. Someone assaulted the mailman and I had to save his ass.

I hate to suggest this but maybe it would be the easy way to str gift certificate for a nearby restaurant and put it in a thank you card and just write. ."Thank you for taking care of my mail delivery problem "It would be a lot easier than threatening violence

Record him & go to postmaster. FOIL his personnel file, salary, etc.
