Democrats seize power legally and Maxine Waters and AOC become Prez/Vice Prez, instituting a Department of Government Inefficiency to counter the prior debacle under Trump. Which of these programs should they prioritize first?

Note: I'm intrigued by investing in Alpacas in Peru and Vegetable gardening in El Salvador. I'd like to know how to get $ invested there via the free market. Wonder if Maxine/AOC would do so as well?
