#1 He's the current president, which means he is automatically under the greatest scrutiny, and his lying and law-breaking have the greatest potential to directly impact on people's lives (at this point, Biden is no more relevant than Richard Nixon).

#2 The extent of his lying and law-breaking far exceeds that of any other politician in history. Again, Richard Nixon had, for decades, been regarded as the most notoriously dishonest president in history - but the watergate scandal which led to his resignation, pales in comparison to any number of scandals that Trump has been at the center of.

1.) At no point since he became politically relevant (2016), has Trump not been either the current president or the Republican party's presumed nominee in the next presidential election. Biden is a retired former-politician who will never run for any public office again.
