No. That does not make any sense. Humans are mammals and fish are either Agnatha, Chondrichthyes or Osteichthyes. We are very distantly related so just mixing the both of us is nonsensical.

If a fish had a human top half it would most likely be a mimicry to lure in prey which means they would still be 100% fish but superficially look like part human for the purposes of some biological need such as luring sailors in to crash on rocks and eating them. These types of impersonations are not entirely unheard of in nature so its not completely implausible.

That said, it would probably not be a particularly good mimicry and there would not be any human biology under the skin. No breasts for example even though they might look like it.

The skin color would likely vary from place to place, you would probably find paler mermaids deeper in the water where sunlight doesn’t reach or in places where sunlight isn’t seen for extended periods of time such as the poles. They would also be very fat
