I think you have to go a bit deeper than "have" and "have not" to make value judgements about someone.

Are they lazy bastards who never made an effort to achieve anything. Or are they unfortunate bastards who lost everything when their country was invaded by Russia? It makes a difference in how I would judge them. So they can be 2 different things. Or they can be the same thing.
