It’s a very nuanced issue, homelessness. Some people actually do choose it. Others would prefer to have a home and a job, but aren’t ready to give up their vices for them. Many of those who have fallen on the hardest of times simply don’t know where to find the resources they need and end up in a cycle of criminalized behavior because of it.
As far as blaming the POTUS, that’s pretty ignorant. So very little is under federal control, let alone the president’s immediate purview. It would be understandable to suggest that it’s the government’s fault under one administration, and reconsider when the next administration takes over and also fails to address or correct the problem. However, it reads as though you think your mother thinks Drumpf is all powerful and has fixed everything that could be fixed in his first half-year as president. That’s beyond ignorant. It’s flat out childish. Contrary to what the lunatic left is trying to sell us, we don’t have a king; not even close. It’s going to take time to get back on track, especially after the near complete debacle of the last administration. Even if Drumpf gets us there, there’s not much the fed can do about homelessness. Save possibly redirecting funds toward housing and improved healthcare for vets. I’m not a fan of handouts per se, but if anyone has earned the extra help, it’s our veterans.
Aside from that, you and your mother should be looking to your local and state governments to mitigate homelessness. It’s not really a federal issue.

War is incredibly destructive. Some people have the mental strength to deal with it (which doesn't mean they don't still pay a high price), but for some, what they had to see and do was just too much to deal with. Few people realize what we ask of soldiers in war, and how high the price is, even if they look whole from the outside.

In any large group, you are going to have a handful of people who were problematic prior to their service, but most are good people, and some of those good people come home broken and just don't get the help they need, or worse, are so broken that they can never be "normal" again. in my opinion, veterans are the MOST deserving of government help, above any other group. They served their country and paid their price up-front, and deserve whatever help they need.

Definitely ignorant. Even people who "choose" to be homeless usually aren't making that decision in a solid state of mind (PTSD, substance abuse, or other mental health issues) or are doing so under duress (DV/abuse, finances, social issues of some kind). Instead of arguing, you might just find her some of the books, reports, etc that depict these people's experience. If she's well intended, then she'll probably read at least some of it and see that homelessness is a whole set of complex issues that extends far beyond presidential politics.

One of my friends went to Iraq. It fucked him up in the head pretty bad. A shitload of Iraqis tried to kill him and he killed pretty much all of them. I used to work with this kid at Home Depot 20 years ago. He was 19 and on a psych discharge from the Marine corps. He went over to Iraq when he was 18 and killed 67 people. These guys will do whatever they can to forget about that terrible time in their lives. You can't relate unless you've been there.

Some homeless vets have drug or alcohol problems and most shelters will not allow it so many would rather live on the street. The VA and other organizations have programs for people with these problems if they choose to take advantage of them.
