I know it's supposed to be the president but I'm skeptical such power would be given to someone with zero military experience who's only qualification for presidency is public opinion.

I'm pretty sure on such matters the president has final say but is largely a figure head. You simply can't risk a nuclear war because a president has had a bad day and a bottle of Jack.

My guess is the pentagon continually assesses the situation and if the time comes will advise to strike. Every scenario has already been mapped out.

Simple. There are protocols in once to prevent someone exactly like tRump from issuing a nuclear strike and having the military execute that order in blind obedience. Congress and the military would have to be in agreement to launch. The thought is that not everyone goes psycho or spineless at the same time.

No soldier is required to follow any illegal order from anyone in the chain of command. UCMJ is pretty clear on the subject. Military answers to civilian government… unless that government is operating outside the Constitution and asking the military to commit a crime.

He assigned the military to threaten Los Angeles for months against court orders, for an example. (Wonder how that made them feel, but I assume they are not allowed personal opinions)
But this congressional hop by the prez has happened time and time again.
Rogue admin muddies the waters a bit on how it would go. I'd be interested in just how military protocol would adjust to that.

This is similar to Prince Andrew saying he didn’t sweat at the time then people found photos of him sweating (Prince Andrew was making up BS how he wasn’t connected to Epstein.
