Alaska hands down. The most dangerous state for personal safety and property. Highest level of sexual assault against women which is under reported. With that in mind Highest male sexual abuse aswell.

Fair trade for lowest tax burden i guess? Still makes it more expensive then most states.

I think I would vote for Mississippi in this regard follow closely by Alabama. These are deep red States that are still living in the last century and the early part of it at that. Both of them have a long tradition of violence and hatred of anyone who isn't white. They have educational and health systems that are specifically designed to deprive anyone who isn't rich of a decent education or a healthy life.
