That's tough. Philly, Boston and Newport RI are the obvious candidates based on population, ports / harbors, and commerce. But the further north you push the Capital the more you create unease in the South. On the flip side, Charleston and Savannah were probably too far south and too isolated to make the northern states comfortable. And nothing much inland existed at that time. No rail existed at the time. Water transportation was where the economy was at.

Richmond may have worked. Baltimore would have been essentially the same as DC. Both were basically undeveloped smaller places but with water access. I'll go with Baltimore as a clean sheet of paper up the waterway from where DC is located. Essentially no change.

It's much more important to be the commercial capital than the political one, even though the DC area does feast at a hugely expensive trough paid for by everyone else.

Don't forget that Hamilton got Southern states' agreement to have the federal government pay off the debts that the states had occurred going back to colonial times. It actually created a government bond market and allowed investment to bloom in states like New York.
