Yes. But that is because it is a very recent evolution (evolutionary speaking of course) which has not had the time to properly propagate throughout humanity yet. Here is a rough map of how far it has spread:

Blue eyes first appeared between 6,000 and 10,000 years ago and in time will spread throughout the world but as you imagine, its not going to be the fastest process.

I’ve never seen a black or Asian person with blue eyes, I could be wrong but I think blue eyes are only a trait in white people I don't know
