Why would Democrats want to clean it up? Crime and poverty in Black areas allows them to pump welfare/food stamp money into those communities so that they can control the people. It also gives them a criminal distribution network and customer base for their drug trade. Without a depressed impoverished customer base that gets money from the government, there is no way normal productive tax paying citizens would spend that much on the illegal drug trade.
