First off, to be detained you must first be suspected of having committed, committed or about to commit a specific crime that the LEO has reasonable articulous suspicion regarding. Once the laws lawful prerequisites are met then you can move on to your secondary characteristics to further your initial reasonable articulable suspicion. That's SCOTUS rulings.
