It's just a literal description. The FBI is searching for a man. It has nothing to do with his character or the FBI's opinion of him. It's not a psychological judgment; it's a simple, descriptive term for the search for a male individual. To read anything more into it is to project modern, psychological baggage onto a simple word.

This is simply the TYPE of hunt being performed, regardless of sex. All terms using the word "man" as part of that term are fine. Manhunt/Mailman/manhole/ Milkman/Congressman/wherever it says "man" in the Bible.
