Is White Supremacy and structural racism as strong in Canada as in USA?

I ask because Blacks in Canada are just as likely to be in prison as Blacks in the USA when adjusted per capita. In the USA, Blacks are 13% of the general population and 37% of the prison population, so slightly less than three times higher. In Canada, Blacks are 3.5% of total population and 9.2% of prison population, so slightly less than three times higher. If it's not White Supremacy and structural racism, why are Blacks disproportionately in prison in Canada?
