
Why is it that the USA, which is in favour of the balance of power, is no longer so when it comes to the American continent?


I'd think that all countries would favor a balance of power. But that is a global concept. Just because there are no other super powers in the Americas doesn't mean there is no global balance of power.
Some American countries are coming on strong, but it takes time. Whether any other American countries become a super power, or close to it, is yet to be seen.
Regional balances of power are also important. Central and S America more or less have that. Europe has that. The Middle East has that. Africa is somewhat balanced with no country vying for super power status, or even close. Asia is vast, with China being dominant, and possibly Russia if that is considered "Asia"- with India in contention as a potential major power.

Keep in mind that the US influence and alliances in Asia have mostly been around a long time. Growth of Chinese influence in the Americas is new and accelerating. That's not keeping a balance of power, it's upsetting it.
On the contrary, the USA is a power that dominates the American continent without rival, particularly from a military point of view. And it uses this advantage consistently.
By forming alliances with several countries in the Americas, China could balance the power relations on the American continent.

I don't agree. The dominance of the United States is diminishing. The power and influence of some Central and S American countries is increasing. A "home grown" increase in power and influence in the Americas is FAR preferable to China or any other country gaining too much influence in the Americas.
Maybe no Central or S American country would reach super power status. But consider a hypothetical question of whether 5-6 super powers is a better balance than 2-3.
5 countries have been meddling in Venezuela for the last 30 years due to its vast stores of various energy pools. Oil, rare earth minerals, strategic location, political corruption, and tropical agriculture. Its intelligence, assassinations, propaganda and chess-football for superpowers.
"balance of power" is an ideology and ideologies have a purpose to control less intelligent and gullible ones. Ideologies will be abandoned the second they don't serve interests those in power.

When did the USA, or any country, say they want a balance of power? Every country that has ever existed wants things to be in their favor.
You have to define what you mean when you say "balance of power".

The US is not in favor of the balance of power at all. The US is in favor of taking everything it can for itself, and threatening other countries to do what it wants them to do.

The objective of the USA is to prevent any one country from becoming a hegemonic power in the most important regions of the world. If a major power emerges, the USA allies itself with other powers to counterbalance the rising power.
Now, if a country tried to ally itself with the countries of America to counterbalance American power, the USA would oppose it.
