Black does not mean black American. It means black people all over the world. It is like if an Asian says"I am not Asian, I am Japanese,". You are both. Lol. Most Japanese don't say that. It was just an example. Dominicans love to say,"I am not black I am Dominican." Also just because you are black, mixed with white and indigenous does mean you aren't black. You are still black, just other races as well.

Because blackness is associated with Haitians, which the Dominicans don't like. This resentment dates back to a 20 year period in the 1800s, when Haitian forces occupied the DR, erased the local culture and freed their slaves, plundging the country into economic turmoil. Domininicans have always seen blacks as lessers and freeloaders. Especially, Haitians. They made their own bed by kicking out the French, now that the DR is the technologically advanced soveirgn nation in the Caribbean, they want a piece of the pie. So basically, they don't want to be associated with people they see as lessers, and they also believe Latino identity isn't black identity. The DR may be the only former Spanish colony that actually glorifies Columbus. They want to hold on their Spanish roots and want no association with Africa

Dominicans originally aren't black people.

They are a mixture of Spanish and native Indian Tainos as the Tainos where naive to the Island of Hispaniola from 1,000 AD to the mid 16th century.

Later came black African slaves trade to the Americas beginning in Brazil.

The French who had the western part of the Island Hispaniola brought their slaves there to work the land.

Those Africans rebelled against the French rulers and France made them pay a heavy fine so that they can stay free.

Then now those Africans became what we now know as Haitians, a lot of Haitians cross over the border nearly all of them illegally due to Dominican corruption throughout decades and many and more more are born and raised in the Dominican Republic which still makes them illegal and of them like to claim they are Dominican with false documentation with Dominican names and the Dominican Republic is filled with several millions of them now which alters the physical demographics of how Dominicans historically physically look which mestizo which is a mixture of Spanish and Tainos.

All Latin American countries have black people in it, I think Columbia has the most with around 5 million if I remember correctly.

Dominicans have black people too just like Cuba, Puerto Rico etc, but not what is actually now with severel millions of Haitians in the Dominican Republic and aboard claiming a nationality they actually don't belong to.
