Why don’t child benefits in Europe lead to larger families among locals?

Why in Europe, child Benefits usually don’t motivate larger families? They help pay costs of Raising children: food, clothing, childcare etc.

Here we have one kid because- of saving for college but in E. U. P. U. college is FREE, so no excuse to have less kids, so what is keeping local parents: who were BORN in Europe, from having many kids and getting same child money as parents who came from outside?

I cannot imagine. That is exactly how it works in the US. People on welfare can afford to have 5 or 6 kids because the more kids you have, the more money you get. Its like reverse Darwinism.
