Why are single childless people often excluded from welfare government assistance?

It seems as if the only way you can be eligible to receive any sort of additional monetary government assistance is to have one or multiple children, be disabled or pregnant as of single childless people do not struggle financially or face any difficult hardships.

It seems as if the welfare system only caters to people with children as if they are more important because they not only receive additional money in food stamps or cash assistance, but they also receive free or cheap housing (section eight) and even free health insurance, Medicaid and free childcare and a lot of people like to make it seems as if single childless people are more than likely to take advantage of the welfare system where is from what I've witnessed, it was more so families with children that will abuse the system more because a lot of them would spend their welfare funds on useless unnecessary miscellaneous unimportant things that are for the child/children.

But why is it that single childless people get treated as if our lives are easier and are more likely to accomplish more and succeed Financial stability versus a family with children?
