He was still high from the Venezuela operation. In a fairytale land capturing Venezuela should have made gas less then a dollar and a forever war in the middle east would have been consequence free. On top of "drill baby drill" doctrine in theory should be no problem.
Clearly with any semblance of knowledge is a big problem.
