Quite risky, the building up and firings likely was to resupply with missiles and such to shoot down drones and send these ships in... risking a lot of lives. He doesn't have many good options, the oil needs to flow

The classic tactic for beating a larger more powerful opponent is to make them pay an unacceptable price for victory. It will cost an absolute fortune to keep escorting ships and it ties them to the area rather than protecting the USA. Don't forget those warships will also need resupplying.
