Holy roman empire. Though both were just picking the bones of what was left.

Remember that France was a part of the Holy Roman Empire at one time and the nost important and powerful part. It was the Frank's who formed the Holy Roman empire, charlamagne was a frankish king after all. France became a major global empire eclipsing and outlasting the ottoman empire.

Neither. The Ottoman destroyed the Roman Empire on the 29th May 1453 and it ended then.
