Their "stated" purpose is to enforce immigration law, but the vast majority of ICE are currently untrained agents, ignorant of the law. What they are in ACTUALITY is the equivalent of the German gestapo during Hitler's reign. They arrest mostly non-white people based on various lists given to them by several different sources. Sometimes they arrest US citizens for no reason at all.

They are paid (when they actually DO get paid), to fill up detention centers privately owned and operated by the friends of the USA's corrupt President. These are just holding camps, because the companies get paid daily based on how many prisoners they retain. Medical care is denied 95% of the time, children and parents are separated. It's really a concentration camp without the mass deaths by gassing... yet. There are reports of hundreds of incinerators being delivered to facilities throughout the USA, at this time.

When they do release wrongfully held individuals, it is often in the middle of the night, in the middle of nowhere, or outside their facility in extreme conditions. Now that's it's summer in the USA, freezing isn't a problem but it still gets cold at night in the north. Those released are not given their property or any money back, or a means of contacting family or friends. This has prompted non-profit organizations to station volunteers outside of the concentration camps to give aid to those released with nothing but the clothes on their backs.

So to summarize, ICE is the Nazi-like police force that operates with impunity for the fascist kakistocracy running the USA. I haven't even got to the part where deportations occur and more profits are made, paid for by taxpayer money. Hope that answers your question.

How do I know they're untrained? Simple. I once lived in the city where Federal Agents get trained, Brunswick, Georgia, at the Federal Law Enforcement Training Center, known as FLETC. To be a Federal Agent, including Immigration Enforcement, you must pass the following physical tests:
