I have read about 1400 confirmed rape cases that police and prosecution tried to forget. Probably number off attempts and sexual harassments is much higher but 250k isn't believable.

I believe much of it is connected to the domination of Marxist thinking. Basically, oppressed for oppressor. They often believe that the perceived oppressor is always in the wrong, and the oppressed on the right. Most of this is divided by race, gender, faith, sexuality etc. So, it becomes difficult for them to combat a oppressed group that is doing a clear wrong. You will notice they will often blame the oppressor for causing that outcome.
