I figure the answer is that they need to prevent a citizenship test because illegal votes are a critical part of their massive voter fraud routine. And they figure that even though most Democrats want a citizenship test, it's not important enough to them to keep them from voting against Democrats even if the people they are voting for are refusing to allow the test.
