Is indecent exposure law sexist toward women and girls compared to men and boys?

As the weather is getting hotter and hotter. I noticed how teenage girls and boys are exposing a lot of skin.
But it seems to me that the girls and even are more criticism for exposure than boys and men. Why?
Beaches they may be less noticed but in the middle of the city or town, women and girls seems more criticise than in beaches. Why?
