Should the people of a nation be able to decide who they welcome in their country and who they do not welcome?

Yes the country belongs to the people of that country, They decide.

No they should accept everyone.

Which people of the country get to decide? Do you really think the government considers it your country? That's like a football fan saying "my club" sure he might love it but he doesn't get a say in who plays.

Immigration needs to be controlled but Joe public isn't the right group to ask.

Well there are limits. The people in government may get away with some things, but eventually yes I think public pressure does win, at least in democratic countries. The people of the country are of course the original locals who can trace there ancestry for hundreds or even thousands of years. I often times it is so so easy to say for instance who is a Swede and who is not in Sweden. Or who is an English man and who is not in England. No problem whatsoever.
