What is "black fatigue"?

Is that like some variant of The Black Death during the Middle Ages?
The Black Death was a plague pandemic that occurred in Europe from 1346 to 1353 and killed about 1/2 of the population. It jumpstarted the Renaissance and ultimately gave birth to the modern world.

Not that I want anyone to die, but we could use a jumpstart like that toward making a better world.

When I watch US shows, yes. Black people in TV shows and movies are boring, less attractive and story of those series is mostly not interesting at all. Somehow I have the feel it's more about showing them than to tell a good story. This wasn't the case in older movies with blacks in 1990ties and 2000.
My society is 99,7% European so I don't see blacks often, so they don't affect my RL.
