If you’re yelling “I’m not resisting,” are you actually resisting arrest?

I love watching cop shows and it amazes me how many people struggle with the cops not to get cuffed yelling “I’m not resisting”
Ok my question is over all the years has I’m not resisting been lost in translation since the day resisting was put in the dictionary

Soooo everyone’s answer is as an example a drunk person like the one I just seen is driving a car and plows into a car in front of them and kills the person in the other car and the cops are arresting them and trying to put the cuffs on him and he/she struggles to get away it’s the cops fault then

Actually, I think that’s a mental tactic to confuse and escalate the situation. Now how you respond, either prove they were right, or they let you go. Sometimes you’ll be wrong anyway before you even exist. Lol!

They know when to escalate, and when to de-escalate and to manipulate the situation. They usually have a good cop and a bad cop acting up with whatever MO’s they have.

Large parts of the U. S. police force are uneducated brutes to begin with. What's with this shackling fetish? In Germany police will offer for you to just come quietly, even in an arrest.

You do not have to tell the cops whether or not you are resisting. Most cops I know can tell the difference.

If your arm twitches they start screaming about you resisting. Breathing seems like resisting to them sometimes.
