They know when to escalate, and when to de-escalate and to manipulate the situation. They usually have a good cop and a bad cop acting up with whatever MO’s they have.
Shouting I'm not resisting is just a ploy in case anyone's filming. They're trying to make it look like the cops the bad guy.
Large parts of the U. S. police force are uneducated brutes to begin with. What's with this shackling fetish? In Germany police will offer for you to just come quietly, even in an arrest.

You do not have to tell the cops whether or not you are resisting. Most cops I know can tell the difference.
Cops are extreme and intolerant. They don't give time for the person to calm down
If your arm twitches they start screaming about you resisting. Breathing seems like resisting to them sometimes.
