Yeah, they could, but the problem is that the system in their home countries is often a shit and there's little to no meritocracy. Qualified people also don't have as many opportunities to develop their skills in that kind of environment.

I live in Turkey, and one of the reasons the country doesn't develop enough is that positions of power are often given to people who aren't qualified for them. To give you a simple example, around five years ago in Turkey, people barely qualified to work as a grocery store assistant could somehow end up becoming economy ministers.

#1 answer: because imperialist countries like Israel and the U. S. bomb their homes, businesses, schools and infrastructure and destroy their livelihoods, or impose deadly sanctions.

Other possibilities:
- Revolutionary wars terror from rival militias.
- Rampant crime, gangs, human traffickers.
- Brutal dictatorships that terrorize the citizenry, execute or disappear those who speak out for justice, and force the majority of the population to toil as slave laborers for wealthy landowners or in factories.

Most of them don't though. The ones who migrate illegally are all trash. The decent ones migrate legally or built a life for themselves in their country. I saw a Lebanese girl on IG, she posted a pic of herself graduating architecture school and captioned it, "For a better Lebanon." Her friend on the other hand was selfish and moved to France. But also, many migrate legally to work or study, then return to their countries to use those skills and moneys there. So most DO stay. It's only the selfish ones who leave.
