I think blaming the victim gives people an illusion of control. If we convince ourselves that bad things only happen to people who make bad choices, then we can tell ourselves that as long as we behave correctly, we will be safe.

It is also easier for some people to criticize the person who was hurt than to accept that sometimes terrible things happen for reasons completely outside their control. Victim blaming protects their sense of how the world is supposed to work.

And unfortunately, empathy requires sitting with the uncomfortable fact that something awful could happen to any of us. Some people would rather find someone to blame than face that reality.
