It is possible that there truly are 0 plague cases in that region. Which makes the killing of the woman even more suspicious. It is more likely to be a bioweapon scare if something unidentified targeted her. Everything can be expected from the terrorists who developed the mRNA against plague and picked out the person who happened to work with the plague.
