American culture (it's not black American in the first place because it's a mix of many different things blended in the US particularly from all sorts of backgrounds ALL of which are American and not A-B-C [other culture] American)

That's the thing with Americans, they can't accept being American as being enough. They HAVE to put some old world adjective of Irish, Italian, Greek, Asian etc., in spite of them normally never having been there or raised there while knowing over the top amounts about a place they "feel" attached to.
Be American, it's ok, it's no different to being Brazilian, Dutch Chinese.
North Africans are literally Africans and American culture is everywhere. No one is entitled to NOT absorb or enjoy it. It's like saying YOU CAN'T SPEAK English if you're not from the British Commonwealth.

Anyone can say anything about anyone and being North African they've got more in common with other Africans in other parts of the continent than Americans who are only linked by perceived heritage and not about their upbringing in the United states.
Black American culture is an American cultural thing that may have routes from Americans who have historical roots in Africa and anyone who is knowledgable about it can speak on it irrespective of their sovereinty.

Because that's how humans operate. We cherry pick things from other cultures we like and ignore the rest. That's why you'll find noodles in millions of American kitchens but very few chopsticks.
