The only safety concerns to worry about are not gluing your finger to the key and not having glue wick down under the key. Fire and shock are not potential hazards there.
Can you pop the rest of the key off, so you can repair it and pop it back on? I'm not familiar with macbook keyboards. If so, the thing to use would be cyanoacrylate (super glue). Just don't let the wet glue touch your skin, skin contact catalyzes the glue and makes it bond really quick, and it's a real bear to get it off.

As an electrician by trade, I can assure you that there's no such thing as "liquid electricity" in the context you're describing. Just have the computer off and unplugged when you glue the key to the board. Use a very small amount of clear Super Glue or clear Gorilla Glue and give it time to dry before you use it again.

I have such a keyboard (adaptable one) myself, and I could see plastic holding it in place, so maybe if you cautiously apply the glue on the plastic of the keyboard where the key was, this might be better than applying it on the key (also since it's broken like you say). Other than that, I'd try something else than that broken key, something similar in shape.
I'd look on electric forms and see what they suggest. The best I can think of is electrical tape but there is oddly enough also liquid electrical tape
