In my opinion and it' fucts i think hulk wins.

Luffy wins.

With the Devils fruit power alone he is almost invincible to SMASH or PUNCH, even stretching and trying to rip Luffy apart has no effect on Luffy.

The only chance Hulk has of beating Luffy would be to grap him and carry him into an ocean.
