I think it’s smart because I feel like there’s a deeper reason behind it.. The Russians are VERY intelligent and there’s a reason behind them doing this… I think it has to with china honestly because china has been doing some very sinister things with social media. (If you don’t know, you should look into it)

China went DARK IN 80s but did not have Russian military then.

They will close off all types of Media. Import/Export will be only information source.

There is a good reason. Facebook suspended its hate speech rules to allow death threats against Russians. The ban on Instagram is meant to punish FB for this.

Seems pointless. If they rely on IG for anything remotely serious that's just silly, for many reasons. Regardless, just get a VPN and it won't affect you.
