If an iPhone hasn’t been charged in years, would the sign for “needs to be charged” still pop up if you try to turn it on still without charging it?

If an iPhone hasn’t been charged in years, would the sign for “needs to be charged” still pop up if you try to turn it on still without charging it?
I need to know if my s/o has been going through his old phone. I know the best way is by asking him (which I will) but if he’s lying to me I’d like to point out the fact that there’s no way a phone after so many years of it not being used would still tell you you need to charge it. I though if a phone is completely dead for so long even if you try to turn it on, nothing would turn on.
