Yes… A phone would still say that it needs to be charged. Every single phone that has a battery and hasn’t been charged, regardless of how old it is, will say that it needs to be charged.

I thought it will still say it needs charge when there’s currently still some battery left in it. If it hasn’t been used in years it wouldn’t indicate it needs charging since the battery is completely dead. I just tried turning on 2 old iphones I had just to see if it would tell me it needed charge but neither of them turned on or indicated anything at all. Guess there’s my answer.

I think it would depend on the phone or how old it is, I suppose.
I had a phone that was maybe 5 years old (?) and it still showed the dead battery sign to my surprise. The other one was probably 8 years old and it didn’t turn on, lol.
I hope it all works out.
I mean lithium ion batteries do degrade. With old iPods some the only ring that will wake them up after a long time is fire wire if our supports. It do I assume the same for phones.

If it has been laying around, all the batteries would be completely discharged and no power left to power the display.
