Not really, unless we redfine what an NPC is. If we give them agency and allow NOCs to continually reshape the environment, trends, culture, customs and so on without player interaction? Sure. But if we do that they might as well be players to begin with.

I can however understand the notion that you log in, play around with what you want and log back out. Not too unlike a game.
