Can I turn this into a ultralight engine?

Technically, it's possible; but I have doubts that you'll get an approval or certificate;
so you need to fly where no one checks you up :D
What is impractical with bike motors: the propeller usually sits on the extension of the crank shaft; so you'd need something like what the Wright brothers did.
For proper flying, you'd also need two independent ignition systems (not sure if that's a requirement for ultralights)
Most likely, you'll use a carburetor - that can be troublesome at high angles (the earlier Spitfires in WW2 had problems due to this)

Go for it.

Weight vs lift sure but there's lots of math involved before building. That particular motor also may not be approved by the FAA for flight.
I suppose so. People have done it with less...
If the craft was light enough and still able to achieve lift. That engine would top out at about 30-35 mph. The slowest powered plane ever flown was the Gossamer Albatross and it topped out at a lighting quick speed of 18 mph.🤣
How many horsepower from this engine?
