Why was there a delay before I was allowed to update apple pay?

My credit card number did not change but the expiration and verification code changed and it took over a week or three before apple pay would let me update the new information when I tried to make a purchase online.

That sounds very suspicious to me, because the expiration date and verification code always changes for me whenever I get a new debit card.
