No, not updates, as updates usually replace older files.
Its all depending on the size of the game, the size of the map the variety of npc, monsters, enemies, ... complexity of the models, resolution of the texture packs, ...
Sometimes its also poor optimization.

Size of game, map, complexity. It’s why when I get new consoles I make sure it’s got enough storage and memory. My Xbox is a 1TB, and if I get the new one I’d like the same if I can’t get a 1TB, I’ll be getting an external hard drive. RDR2 took 150gb of storage and memory on my Xbox; waiting for that to download fully was agonizing.
A lot of the size of a game file depends on how many individual textures and objects there are. If you have a game like AC, you're looking at ship textures, NPC textures, buildings, weapons, etc.; all that stuff adds up fast.
