Yes and no.
At some point the brand of the phone and/or the operating system will decide to shut down support for old phones and focus on the new ones.
But phones slow down in general over time, the system gets cluttered with apps and data, and new apps demand more and more cpu power, the older phones cannot provide.
And than there are brands, espacially apple, who deliberately slow down their phones WITH updates so people will replace their phones and pcs more quickly.
It depends; if the phone is old, updates will slow it down because it has no resources to process more demanding software.
The amount of installed software can slow it down. It's worth doing a factory reset from time to time if you are experiencing a visible slowdown.
With the newest phones, it shouldn't happen.
