i knew somebody who had a Citroen and he told me that he could drive it on just 3 wheels. I imagine it has something to do with that.

I never heard of it. But, hydro is water and neumatic is air. So I would assume that it is some kind of air over water suspension system.
Judging by the name, I'd say it's a kind of shock absorber that's filled with water instead or (or in addition to) oil.
