Why is my computer so slow (part 2)?

Ok you guys asked for more details so here we go...

-2019 Dell latitude 3400 (almost no files on it, just word documents)

-Windows 11

SSD

391GB free of 464GB on local C

95% memory under performance tab

-recycle bin emptied

-updates done

-there are close to zero documents on there, no pics, no videos, no porn

-restarted it

Turned off every conceivable useless app for start up

-more or less just has the necessary apps that came with it

Any other suggestions? I'm thinking of just throwing it the window to finally see it go fast. Time flies I didn't realize it was 2019... Is that too old?

95% RAM is an issue. You need to get more RAM, or cut out the background programs and services running.

Download Yamicsoft Windows 11 manager. (it's a free trial) and run through the optimisations to get a quick spruce.

What exactly is slow? Program starts? Video streaming? Game fps?

Everything. Definitely web browsing. But even opening a word pad document. Note on wifi no other devices slow in multiple networks

Hmmm… two ideas:
1) Reorg the SSD (I have heard SSDs don’t splinter files like HDs do, but try it anyway)
2) Downgrade to Windows 10 or maybe even 8. My Lenovo laptop is ten years old and apart from relatively slow 3D gaming I have no problems.

What just occurred to me and you should check first, is the machine maybe stuck in some power-saving mode? Just go to the first symbol on the desktop "this PC" and open its properties to see if the processor is running at maximum speed.
