According to Google, it's actually Toronto for the world, yet narrowing it to north America produces very different results and instead claims Jersey City, USA according to wallethub. I'd take that with a grain of salt, but Quebec doesn't even make the top 10 in either case.

Personally, I don't think there's a lot of value in arbitrary "diversity," because especially with these large cities, that usually translates into rampant street gang activity, unrest, and self-segregating communities with grifters pushing victimization as street credit while not really bringing anything of value to the city at large, and typically the minority ethnic groups suffering the most because of it. Diversity in skills and talents, backgrounds, and opportunities (usually identified by a growing economy and open job market) and stuff like that is far more valuable both to individual and societal interests than crap that doesn't matter.
