Montreal certainly is a city that offers a lot, some of them you can hardly find anywhere else in the North American continent. You'll find many things there that you would expect to find in a metropolitan American or Canadian city. However, it also carries the unique trait of being the only North American city that gives you an opportunity to experience European, essentially French lifestyle. Montreal is not France by any means, but it will let you have an idea of a different ambiance than you can find in, say, any US city, while resembling them in other regards. And, as you can expect from all this, the language you will hear around you is close to half French, half English. In that regard, Montreal is located in a natural progression from full English in Toronto on its West to nearly full French in Quebec City on its East.
I found people friendly enough during my visits to Montreal. I don't know enough about the living expenses, I think the city is expensive to live in, again like in many Northern US cities.
The best university in Montreal is arguably McGill where the education is essentially in English. Concordia, Université de Montréal and Université du Québec à Montréal are also decent schools. But, the last two teach in French.
As you said, the weather is probably the biggest detriment against living in Montreal. Five to six months of the year can be brutal because of the cold and humidity. I haven't been there in the peak of the Summer, but I think humidity also makes the heat felt badly there.

Montreal is great :) it's a really nice city, especially for students. The people are welcoming since it's a very multicultural city.
The best universities in Montreal are McGill (EN) and UdeM (FR). McGill especially is held in high regards by most people in Canada and around the world.
I would say Montreal is not a cheap city to live in, but it's not as expensive as, say, Toronto or Vancouver.

It’s a really nice city to visit, but you couldn’t pay me enough to live there. The Québécois are the most uptight, arrogant, unwelcoming people I have ever met.

The best universities in Canada are in Toront9, the best in the world however are in the country to the south, aka the U. S. A
